On the January 2, 2017 episode of Raw James Harrison announced The International Series, at the end there was a four-way tie for first place on the Raw side between Samoa JoeKenny OmegaSeth Rollins and Neville so to determine the overall winner a fatal four-way was set up for the Elimination Chamber pay-per-view that was won by Neville he then defeated Zack Sabre Jr. later that night to win the International Series. This set up a match between Neville and World Heavyweight Champion Sami Zayn at Fully Loaded. On the February 27, 2017 episode of Raw Neville challenged Zayn to a hardcore match which he accepted.

In February 2016 James Harrison's stable The Empire of Pain dissolved following in fighting in the lead up to WrestleMania 32, but Harrison left and took over leadership of the Bullet Club. In September at Starrcade fellow Bullet Club member AJ Styles cashed-in his Money in the Bank contract on Harrison who had just successfully defended his World Heavyweight Championship against Matthew Harrison. This led Harrison to reveal that The Empire of Pain had never broken up and that he had infiltrated the Bullet Club, this lead to a new feud between The Empire and The Club. On the February 20, 2017 episode of Raw Harrison said he and Bullet Club leader AJ Styles would create history with the first Taipei Deathmatch in WWE history.
